NCP alleges irregularities in electoral roll

ITANAGAR, Apr 30: Alleging enrolment irregularity in electoral roll in Nari Koyu constituency, Nationalist Congress Party (NCP), Arunachal Pradesh unit has demanded the State Election Commission to issue necessary directive to the ERO cum ADC Nari to either delete all the new enrolment or conduct re-hearing of claim and objections of electors’ list.

In a complaint letter to State Election Commissioner (SEC), NCP state unit claimed that enrolment of voter was made without following the rules and guidelines.

Neither did the authority conduct public hearing nor serve notice at the time of enrolment, the party alleged.

It also claimed that the ERO cum ADC has not yet published the final electoral roll till date and new enrolment was still going on in favour of a particular Party even after April 21 - the last date of claim and objection and new enrolment.

 

Mongmaw retires

ITANAGAR, Apr 30: CM Mongmaw, Director of Accounts and Treasuries has retired on superannuation today.

Mongmaw joined Directorate of Accounts and Treasuries as the 5th Director in 2000 and served the department for 13 years in that capacity to became the longest serving director.

Mongmaw was first appointed as Accounts Officer in the first batch of Arunachal Pradesh State Finance & Accounts Service in 1984. Thereafter, he served the government in different places of the state as Accounts Officer (now Finance & Accounts Officer) in the ADC office, Changlang from July 5, 1984 to April 30, 1987; Accounts Officer (now Finance & Accounts Officer) in the DC’s  office, Tezu from May 1, 1987 to August 31, 1990; Treasury Officer, Itanagar from September 6, 1990 to July 31, 1991; Chief Accounts Officer (now Senior FAO) in the Office of the Chief Engineer, PWD, Zone II from August 1, 1991 to February 19, 1993, Joint Director of Accounts and Treasuries in the Directorate of Accounts and Treasuries from February 20, 1993 to June 12, 2000 before finally becoming the Director of Accounts and Treasuries on June 13, 2000.

RGU student shines in National Workshop

ITANAGAR, Apr 30: The article titled “Flood Hazard Assessment and Management of Digaru River and its Catchment Areas in Arunachal Pradesh” by Rinkiolu Chai, a Ph.D Research Scholar in the Department of Geography of Rajiv Gandhi University has won her the ‘Best Poster Presenter’ in the Indian Geophysical Union’s Golden Jubilee Workshop on the theme “Holistic Scientific Approach using Integrated Geophysical Studies for the Management of Natural Hazards” held at NESAC (North Eastern Space Applications Centre), Umiam, Shillong from April 22 to 23.

RGU’s Deputy Registrar (Academic & Conference) Dr. David Pertin termed it an important academic achievement and congratulated her for bringing laurel to the University in particular and the state in general.

 

Society mourns Patron’s death

ITANAGAR, April 30: Jage Sangtam Hemi today deeply mourned  the untimely death of late Lingko Chopo,  chief patron of the society, who died on Monday at Chimpu, Itanagar after prolonged illness. In its condolence message society said that death of Chopo was not only loss to family but to entire society.

 

Don’t involve money in politics: AAPWU

ITANAGAR, Apr 30:   Reacting at reported involvement of lot of money in current Panchayat and Municipal elections, All Arunachal Pradesh Workers’ Union (AAPWU) today appealed to the political parties to refrain from using money in poll campaign. In a release AAPWU claimed that many poor workers are being lured by candidates in their favour by offering money. Further it urged the home department to provide sufficient vehicles for paramilitary force for patrolling in all sectors.

 

Exposure visit

SEPPA, Apr 13: 20 Girls students from KGBV, Bameng located in remote area of East Kameng toured Itanagar and Guwahati as an exposure tour from April 19 to 28. The tour was organized by the SSA Mission, Seppa with active initiation of DDSE, Seppa. Later, after completion of the tour, the students interacted with DDSE and expressed their happiness for organizing the tour. DIPRO

 

Assault on RO condemned

ITANAGAR, Apr 30: Upper Nyapin Youth Welfare Association strongly condemned the reported assault on returning officer incharge Additional Deputy Commissioner Nyapin by unknown group at ADC office on 26th April last. Terming the incident as barbaric and inhumane, Association strongly urged the district administration to arrest the responsible persons and take stern action against them.

AAPSU demands construction of greenfield airport at Karsingsa

ITANAGAR,  Apr 30: The  All Arunachal Pradesh Students’ Union (AAPSU) today demanded that the proposed Itanagar greenfield airport be constructed at Karsingsa instead of Hollongi, saying setting up the airport at Hollongi would entail rehabilitation of Chakma and Hajong refugees.  

 An AAPSU team led by its president Kamta Lapung  and Finance secretary Suraj Tayem called on Airports Authority of India executive director (planning) Kalpana Sethi at her New Delhi office today and placed the demand, saying the foundation stone for the project was laid on Feb 20, 2007 by the then Union Home Minister Shivraj V Patil. The no-objection certificate from the defence ministry as well as the environment clearance for the airport was also obtained, while the public hearing was conducted on Dec 4, 2009, it said.

  When the locals were ready to donate land in Karsingsa, located near the interstate boundary, and setting up the airport there would not require rehabilitation of the refugees, why was the project’s location altered? the AAPSU team argued, adding that the ED accepted the request to act in the matter.   

 The AAPSU, which is spearheading the movement against refugees for the last few decades, says, it cannot allow their rehabilitation by the state government, “other than deportation as they are foreigners,” Lapung said, adding, “We can’t facilitate their rehabilitation in our land where even Indians require permit to visit.”

The team would visit Karsingsa soon to study ground realities, he added.

 

 

Forum demands ouster of PCC president

ITANAGAR, Apr 30: Claiming that Koloriang poll violence was due to two tickets issued by the Congress party for one segment which resulted in  death of one Bengia Tamang during scrutiny of nomination papers, the Koloriang People’s Forum (KPF) today demanded for the immediate removal of Pradesh Congress Committee (PCC) President from the post on moral ground.

In a letter addressed to INC president Sonia Gandhi, the Forum  said that PCC is responsible for the entire episode, adding that the party has induced to fight within party by issuing double party tickets in a single  segment. It also claimed that lack of supervision and lack of clear cut working guidelines of the Party is main reason behind the entire row. Further KPF demanded immediate compensation for late Tamang’s family.

The Forum also threatened to organize public rally if the  party higher authority does not take action against those responsible for Koloriang episode at the earliest.

 

 

Ensure free and fair PR polls’

KHONSA, Apr 30: A meeting on model code of conduct for sector magistrates, returning officers, nodal officers, contesting candidates and their agents was held here today.

Speaking on the occasion, Tirap Deputy Commissioner and DEO Dr Sachin Shinde appealed the contesting candidates to take the elections sportingly and gracefully accept the verdict of the voters. He asked the candidates to submit the names of their agents well in advance adding that last-minute applications would not be entertained. The DEO said that a documentary proof was sine qua non for any election-related complaint adding that no action whatsoever would be initiated if there was no written complaint. Shinde hoped that the ensuing Panchayat elections would be free, fair and peaceful.

Participating in the deliberations, Tirap SP Vikramjit Singh said that stern action would be taken against the violators of election model code of conduct and urged all the candidates and their supporters to maintain decorum for smooth Panchayat elections.

Earlier, ADC and DPDO H Matcha in his welcome address asked the participants to be well-versed with the laid down model code of conduct and urged all concerned to follow it strictly. Returning Officer Mobia Tai in his briefing read out all the clauses enshrined in the model code of conduct and said that polling day was of paramount importance. He urged the contesting candidates and their supporters to co-operate with the election management for a smooth conduct of the elections. Returning Officer K. Tikhak who also spoke on the occasion thanked all the participants for attending the all important meeting.

Educational excursion under RMSA

CHANGLANG, Apr 30: Educational excursion within the state, under Rastriya Madhyamik Shiksha Abhiyan (RMSA), Changlang district was flagged off by Changlang Deputy Commissioner Chanchal Yadav at DIET Campus amidst large gathering of teachers, students, parents and office staff today.

In her speech, the Deputy Commissioner, said it is the first of its kind ever organized in the district and advised the students to gain maximum knowledge out of this educational tour. The tour will cover GEO-ENPRO the Kharsang Oil Field, 2nd World War Cemetery, the famous Stilwell Road constructed during British India in the year 1944.

Yadav thanked Fr. Shoby Simon, Principal, Holy Rosary School Changlang for providing two School Bus during the excursion.

Sekhum Ronrang, i/c DDSE Changlang informed that18 girls participated from Changlang district in the state level girl convention at Sangay Lhaden Sports Academy Chimpu  held from April 19 to 23 under the Intervention of Girls Education. The team was awarded the Championship trophy and declared Champion district in the camp.

The DDSE, said it was a great opportunity for all the children to exhibit their hidden talent in the field of literary, sports and cultural activities. DIPRO

 

 

India, China hold 3rd flag meeting, no headway

NEW DELHI, Apr 30: India and China today held their third flag meeting in Chushul in Ladakh to resolve the issue of incursion by Chinese troops19 km inside in Daulat Beg Oldi but the stand-off between the two sides continues.

The meeting between Brigadier-level officers from the two sides began at 1100 hours and continued for more than three hours but failed to end the stand-off, sources said here.

The Chinese side remained firm on its demand that India should dismantle its infrastructure developed in Eastern Ladakh which includes some newly-constructed bunkers at key vantage points and roads constructed close to the Indian perception of the Line of Actual Control (LAC), they said.

In the meeting, India also made its stand clear that there should be an unconditional withdrawal of Chinese troops from the Indian territory as per the agreements signed between the two sides on earlier occasions, they said.

At the Unified Commanders' Conference also, Defence Minister A K Antony took a tough stand on the issue saying that India was not to be blamed for the incursions as it was "not one of our creation".

He emphasised that India would take every possible step to safeguard its interest in the area.

The sources also said that the Chinese troops are still maintaining their tents and troops.

The situation was also discussed at length during a security review meeting Antony had with National Security Advisor Shivshankar Menon and the three Services chiefs.

The two earlier meetings on the issue between the two sides had failed to yield any outcome and the Chinese soldiers have even started to increase their presence in the area by erecting new tents and continue to get supplies by trucks from their unit 25 km from the face-off point. PTI

 

 

Petrol price cut by Rs 3 per litre, steepest reduction in 5 years

New Delhi, Apr 30: Petrol price was Tuesday slashed by Rs 3 per litre, the steepest reduction in rates in over five years.

The fourth reduction in rates since March means that petrol in Delhi will cost Rs 63.09 a litre with effect from midnight tonight as against Rs 66.09 per litre currently.

Rates will vary from city to city depending on local sales tax or VAT.

In Mumbai, petrol price has been cut by Rs 3.15 to Rs 69.73 per litre, while the fuel in Kolkata will cost Rs 70.35 from Wednesday as against Rs 73.48 per litre. The reduction in rates in Chennai would be Rs 3.18 per litre to Rs 65.90.

Tuesday's price cut comes after three consecutive rate reductions on the back of falling international oil prices. State-owned oil firms, which revise rates every fortnight, had from April 16 cut petrol price by Rs 1.20 a litre in Delhi.

On March 16, the rates were cut by Rs 2.40 per litre and by Re 1 in the following fortnight.

The price cut announced Tuesday is the steepest since December 2008 when rates were slashed by Rs 5 to Rs 45.62 per litre.  Announcing the reduction, Indian Oil Corp (IOC), the nation's largest fuel retailer, said that since the last price change, international prices have declined from USD 116.61 per barrel to USD 107 a barrel.

Rupee-US dollar exchange rate too improved from Rs 54.51 to a US dollar to Rs 54.26. "Thus, it has been decided to pass on the benefit to customers and accordingly the aforesaid reduction in the retail selling price of petrol is being affected," an IOC statement said.

Besides enabling reduction in petrol prices, the falling international oil rates have meant that the losses on diesel sales too fall to Rs 3.80 per litre from Rs 6.48 on April 16.

Oil firms have not raised diesel prices this month apparently due to Assembly elections in Karnataka, the home state of Petroleum Minister M Veerappa Moily. They are due on May 5.

The government had in January authorised oil firms to raise diesel rates by 40-50 paisa per litre every month till such time that the losses on the nation's most consumed fuel are completely eliminated.

The diesel price revision was due on April 16 but oil firms skipped it.

IOC said oil firms are losing Rs 3.80 per litre on diesel, Rs 27.93 a litre on kerosene and Rs 379 per cylinder on domestic LPG.

Oil firms calculate the desired retail price on 1st and 16th of every month based on average imported oil price on the previous fortnight.

Although petrol prices had been deregulated in June 2010, they have rarely moved in tandem with cost. This resulted in Rs 500 crore loss to IOC (Rs 1,150 crore loss to state fuel retailers) during 2012-13.

However, since January, when the government decided to cut subsidises by asking oil firms to moderate prices in step with cost, petrol prices have moved in sync with cost.

Diesel prices continue to be regulated, but the government had in January authorised oil firms to hike the rates by 40-50 paise per litre every month till such time that the entire revenue loss on the fuel is completely wiped off.

Oil firms raised diesel prices by 50-51 paise per litre on three occasions since then. PTI

Girls yet to feel safe

Dear Editor,

Through your esteemed daily, I would like to draw the attention about incident which happened on 23rd April, at C-sector Naharlagun. I was on my way back from the coaching class along with my friend in the evening at around 5:30 PM. As we were trolling back home an unknown guy staring at us commented “Eye contact toh bariya hua hai, mast hua hai”. We just ignored him pretending as if we have not heard anything but the guy didn’t stop following us and started using bad word. I could not hold it anymore and turning towards him asked, “Whom are you saying, why are you using such language and why you are following us”. The guy instead of going away retaliated, “Mai Tum Ko Kharid Sakta Hun kya dam hai bolo (I can buy you, what is your price)”. Frustrated I hit him back aloud, “if you say so then come to my house and talk to my parents, if you can’t do that then tell me your price I shall purchase you”. Hearing our loud clash people around us came out from their houses, at this sensing his peril the guy ran away.

Now the question is, why only the girls are being targeted, are we not human-beings, can’t we be left to live without fear? Hence, I would like to appeal to all my fellow sisters to stand against such misappropriate behavior. It is time that we wake up for today it’s I but tomorrow it may be you. Moreover it is a sincere appeal to our concern authorities to bring out essential measures in order to drain-out such illicit activities.

Hand over Daco post to APPSC

Dear Editor,

Through your esteemed daily, I would like to draw the attention of the Govt, and the Secretary Art & Culture Govt, of Arunachal Pradesh for not including the (6) six post of District Art & Culture Officer (DACO) in the recently advertised APPSC Exam. Though, the post of DACO was remaining vacant after the six illegally appointed were terminated four years back as per the ruling of honorable high court order and many a times the department was appealed to either handover the vacant post to APPSC for recruitment or fill up through promotion as per recruitment rule but very surprisingly nothing sort of any steps were being initiated by the secretary till date.

Now question arises how and on what ground the department did not hand over the vacant post to the APPSC for recruitment? Their delaying tactics is clearly stand exposed now. It is presumed that the department may either re-appoint the terminated District Art & Culture Officer’s or some near and dear one from the Big Bosses will be appointed to the post. I being an educated unemployed youth of the state appeal to the Secretary Art & Culture Govt, of Arunachal Pradesh to clarify on the matter urgently but under no circumstances, any move of the Govt, to appoint any person on contract or ad- hoc basis overruling the laid down rules will not be tolerated and I appeal to all the NGO’s and students organization of the state to raise voice together for the cause of the unemployed youth of the state. We must remember that the time for choice and pick up and the politics of nepotism and favoritism has gone and we must root out these thinking from our vibrant society.

Please charge genuinely

Dear Editor,

Through your esteemed daily I would like to draw the fact about TGT syllabus rate made by department of School Education. I am confused with Directorate of School Education whether they are planning to make money or retaliating for attack on an officer or taking advantage of candidate’s need and necessary? I mean to tell about 3 (three) page syllabus of trained graduate Teacher cost Rupees 150 (one hundred fifty) whereas it will charge Rs.9 (nine) only in market i.e. Rs.3 per page for Xerox/Photostat. Here I would like to ask concern authority whether this money be adjusted to departmental fund or in staff’s pocket. It is unfortunate to know that officer and staff is attacked and warned from frustrated people or sometime for individual need and profit too. But high cost of three pages of syllabus is also a sufficient provoking element for poor candidates. Hence, I request to the higher authority to kindly refund the amount after deducting in genuine rate.

Citizen should feel secured

Dear editor,

Through your esteemed daily I would like to put forward my thoughts in front of the citizens of our state on the issue of security and rising crime rate of capital complex.

Being Indian we all have our rights, but these days the so called rights are being suppressed due to lack of security of our people in every field and every aspect.

Our authorities seem busy maintaining traffic rule rather than giving security to the people. Many teenagers are everyday fined for not wearing helmet but will the murderers, thieves, rapist be punished someday?

Each day we come across new news of murder, rape, robbery and assaults on people. We don’t want our people to live in their own land with fear. Freedom is what we got 66 years ago but we are still yet not free from all the sick activities of some sick people who are not meant to live among us but to be put behind the bar.

But for some people, crime like robbery is the only way to live their life and to fill the stomach. Govt should create enough job opportunity for the people and am sure if govt bring down unemployment rate soon crime will go down rapidly. Our govt must be realy careful in all of these aspects. An appeal is made in a hope of an action, which our people expect.

'Growth will not happen on empty stomachs'

"Sustainable development and inclusive growth will not happen on empty stomachs," said Noeleen Heyzer, Executive Secretary of the UN Economic and Social Commission for Asia and the Pacific (ESCAP).

"It is unacceptable that in the 21st century, with all of our technological and agricultural expertise, more than 870 million people globally wake up hungry every morning, try to find the energy to make a living for their families through the day, and then still go to bed hungry at night," she added.

First proposed at the UN Conference on Sustainable Development (Rio+20) in Brazil last June, Secretary-General Ban Ki-moon's Zero Hunger Challenge aims for a future where every individual has adequate nutrition.

Its five objectives are to make sure that everyone in the world has access to enough nutritious food all year long; to end childhood stunting; to build sustainable food systems; to double the productivity and income of smallholder farmers, especially women; and to prevent food from being lost or wasted.

According to the UN Food and Agriculture Organization (FAO), one in every eight people in Asia and the Pacific suffers from chronic hunger, and nearly two-thirds of the world's chronically hungry people live in the region.
